Why is a publication associated with a grant in My Bibliography but not with the eRA Commons RPPR?

If a publication in My Bibliography is compliant with the NIH Public Access Policy, and it has been previously reported for the grant, it will be excluded from the current Research Performance Progress Report (RPPR) to avoid duplicating a previous report. Check for presence of a silver lock next to the award association in My Bibliography (within an eRA-linked My NCBI account) that would denote the publication as previously reported.
